Purchasing from UK into USA

I am trying to make a purchase from https://www.dell.com/en-us to deliver into VA, USA however I am based in the UK

I was unable to type in my own billing address because the fields required state and US zip code etc. though I was able to get around this with Google Pay. However, now my order says:

There is an issue with this order that requires your attention. To resolve this issue, select Get Help.

However, the get help cta just tells me to call a number which I cant do from an English number
