You may want to read the terms you agreed to by sending the system. They clearly state no returns, and that the appraisal is subject to evaluation on receipt.

The intent of the program and T&C is clearly for profit through and by using parts from systems consumers are sending. 8 GB RAM, original adapter, Windows 10 Home OS still supported and what you are selling in Brand New Laptops, 1TB Hard disk, No Scratch Screens, Keyboard and Covers, Less than 2 years system, WI-FI, Graphics all fully functional cannot be a 'No value' system. I have pics of what I sent but unable to upload here as you don't provide a way to upload. If the Dell Community or anyone sees the pics or specs of this laptop, that will speak for itself. The only reason it was being exchanged is to go for SSD disk in the new one instead of HD. T&C are hidden showing Coupon codes, values with all discretion left to someone who is working for your profit/business reasons. The terms also do not state, consumer agrees to 'No Value'. That should have been upfront information given to consumer to decide to send or not to send. If you can't appraise (price) a system for trade in value accurately, how are you able to price your laptops to sell? What if a consumer disputes the price you set for your laptops to be unfair/high and after getting it in hands? Just as how you give few days time to return a sold laptop if consumer doesn't like the price or performance and that you are doing as mandated by way of online business practices governed by law, you should give time for consumer to decide to get back the laptop (accept or deny the offer) after getting consumers devices for trade-in rather than you deciding at your discretion to pay or not to pay consumer who sent?

Dell does not re-sell used systems.  The program is designed mostly for recycling  old electronics.  Presumably the contractor has an appraisal system in place, but if you check the value of your system on EBay, you'll find they sell for $100-200 at most, and that's to an individual seller.  At any rate, you are bound by the terms you agreed to with the trade, which were as posted.  You may not like them, so next time you may want to try selling the system yourself, either through EBay, Craig's List, etc.

Resale value of notebook computer that are out of warranty, particularly budget models like this one, are inevitably very low -- you'll find that most business models depreciate notebooks at 33% per year, replacing them after that period of time as well.  And as is the case with any other product, trade-in values are only a small percentage of resale values.

You may have had the system for just two years, but the model you have it just about the 3-year mark -- so you purchased a 2018 model in 2019.
