Unable to create dell service request

Hello Dell Tech Support, I’m unable to Create a Service Request on the Dell web site, url below, for Dell laptop. I enter the service tag, press Next, then receive the following message: "Validation system not available - (Lookup Entitlement Failure). Please try again later or contact Service Provider Support". Please provide me with a way to contact Dell support via phone or chat. Thank you.
