Unknown payment plan fee.

I have been trying to reach Dell support for a while now regarding a monthly payment of around 13.00 being charged to my account every month. I have tried calling support but I keep getting a message saying that the department I am try to reach is closed regardless of what hour I call. 

This is actively messing me over and I have no way to check where these charges are originating from.
