What does Image Refresh state mean for a passthrough device?

We cancelled a restore release command after finding it hung waiting for FAST.X devices to be in required state.  After running restore release reset I checked devices and found one was in state Not Ready Image Refresh. The command Cancel_image_refresh failed with the message "The device is marked for deletion."  Any idea of the cause and remedy for this?
