TUI Won't Load

I've download and installed Hyper-V running on Server 2019. I downloaded and unzipped OME VHD format 4.0.1 specifically for server 2019 following the guide. I created the VM following the guide steps. When I go to connect the VM it will start, but then it just sits on a black screen with a blinking cursor and doesn't load the TUI. I've troubleshooted this and waiting like some say, but it should load after 8 hours I would think. Something else is going on. What am I missing to make this work. I noticed there were other files in the virtual machines folder. Do these need to be somewhere specific? Do I need to import vs creating a new one? Please help! Thank you.
