MapQuest uses the Proxy settings set under Settings - General Settings.
MapQuest has made it mandatory to use the API key while using their API, because of this. Since there is no provision to enter MAPQuest API Key, warning message is shown in OME 2.1. This issue is fixed in next version of OME 2.2. However, even with the warning message, everything should work except for the Search operation.
You can use BingAPI for MapView in OME 2.1 by setting the Bing key in Actions | Settings in Map View page.
