Code 41 error with ATI X300 graphics card

I have a client with an Optiplex GX280 with an ATI X300 graphics card. Some time ago he came in, turned it on, and while he got video he noticed that the scrolling of certain pages, namely in QuickBooks, was jerky and slow. He also noticed he gets an error with the ATI Control Panel not being able to start. So, I check the hardware manager and see there is a Code 41 error associated with the card. Basically, Windows finds the hardware and loads the drivers but then states that the card is not working. I've tried reseating the card, uninstalling and reinstalling the drivers, downloading and installing the latest drivers; no dice.

I also noticed that there's an onboard video port so I uninstalled and removed the ATI card and connected the monitor to the onboard Intel chipset. Once again, the hardware is found, drivers loaded, Code 41 error.

I've Googled for Code 41 errors but only found information pertaining to CD/DVD drives. Has anyone seen this type of problem before? Any suggestions?

Code 41 is VERY specific.

Windows successfully loaded the device driver for this hardware but cannot find the hardware device. (Code 41) Click Troubleshoot.

What I don't understand is that it was able to find the system enough to install the drivers. My next question, is it the motherboard that's failing? I've received this same error with both the ATI card as well as the onboard video chipset.

Like you said in the original post it is a GX280....heh  Have you tried other slots?  Have you opened up the case and checked out the capacitors lately?  Have you looked in the System Setup Event Log for thermal related issues?  If you are looking at the caps do they have X's on them or check marks?  The ones with the X's are ironically enough the ones I always see being replaced for bulging caps and the ones with the check marks are suppose to be the new replacement boards.
