Computer won't start up completely

Hi there!  I have a Dell Vostro 200 home computer that as of yesterday does not want to fully start up.  When I push the on button I get the familiar whir of the computer starting and the familiar beep that happens right before booting up.  Then the familiar Dell screen comes up that is usually the last step before the computer fully starts up..  However the computer remains on this screen and goes nowhere else.  I can hear either the fan or computer running but it does not go from this Dell screen to Windows log on. 

Let me describe the Dell Screen.  Mostly black with a blue Dell logo on it.  On the upper right it has "F2 = Setup" and "F12 = Boot Menu"  (neither of these do anything when pushed nor does F8 when pushed).  There is an intel logo on the bottom right and  below the Dell insignia is "BIOS Revision1.0.10"

Any ideas on how I can troubleshoot this?  Probably 90% of the data is already backed up so it isn't the biggest loss in the world but I'd still like to access the other 10%.

PS.  I just tried to reboot from the Windows reinstallation disc and nothing happened.  I still could not get any where other than the Dell screen I described above

Your issue by the reported coded is a failed harddrive. You will need to get a new one and unless you have a current backup you will need to reinstall windows and all your drivers and programs. Now you old drive may or may not be totally dead. You may be able to recover your files if you put it in an external enclosure and use it like a secondary drive.

CowboyRon I sure hope you get this. My Dell desktop is doing the same thing you described to a tee. When the Dell logo (screen) pops up with F2 & F12 keys shown in the top right corner. Then the next split second the bios screen shows. I read the suggestions on how to fix it. I unplugged it and held the power button for 30 seconds with no luck. Can you explain it again in case im  missing something. What you described is exactly what my pc is doing. Thanks I hope you can help.
