Dell E310 Orange Blinking Lights 2 and 3

Hello,

Computer will not boot after upgrading processor, RAM, and video card. According to its manual, it reads the following: "A possible floppy drive or hard drive failure has occurred." 

Had tried to replace the hard drive with a preexisting, working one but the same lights appeared afterwards. I think that it may be the front USB's that do not work that are causing it. More questions:-

What blinking 'amber' lights'?

Have you tried removing the upgraded CPU, RAM and the video card and reinstalled the default components, to see if this makes a difference?

Does this mean that the 3100/e310 was running Vista as the default operating system, prior to the hard drive replacement, or did the used hard drive already have Vista installed on it?

Did you perform a clean reinstall of Vista, after installing the used hard drive in the 3100/e310?

The used SATA hard drive you installed, was it from another Dimension 3100?
 
Because, if not, you probably will need to reinstall windows, followed by loading the 3100 drivers and applications.
 
Have you tried resetting the CMOS, page 49 of the owners manual
 
Are there any 'Beeps'?
 
Is the power button LED, solid green, blinking green, solid amber, blinking amber?

Dell Dimension 3100/E310 Front I/O Panel- MJ282 part you linked to, is the correct for replacing the front panel I/O panel.

Resetting the CMOS seems not to have any effect.

Thank you for promptly responding back to me.

The used hard drive had been reformatted and was running a new copy of Vista prior to the upgrades. Should I take it out and try to just reformat it again and put it back in?

I have not reset the CMOS,  which I think I should try to do.

There are no sounds nor beeps from the computer when trying to boot it up, only blinking amber lights.

Ok, will do the PSU first because I think I have one from a previous Dell model. And if that doesn't work, I guess it is no more. Thank You.

The power button blinks amber as well as the front I/O panel with the same numbers I believe.

I have not. I think that I had already thrown them away last evening.

I had just now quick formatted the hard drive. I think that the hard drive was already Visa as the default operating system prior to the upgrades, which was working fine.

Yes, I had done a clean install of Vista after putting the drive in about last week's time?

A blinking yellow power button light, usually indicates a power supply, or a motherboard failure.

As a power supply costs less that a motherboard, first try replacing the power supply with a known working unit.

The 3100/e310 PC's have an open back panel, you are use most standard generic ATX power supplies, with either a 24-pin or 20+4-pin motherboard main connector, with or without the on/off switch and two SATA power connectors.

The power supplies can be purchased from most local, or online computer stores.

Thank you, seems like it works a bit now. The problem was due to the fact that the video card was inserted in the wrong slot. It goes green but now, it says 3 and 4 so there most likely is a problem with the RAM and arrangement. Thank you.
