Dell Vostro 200s

Hello All,

At first I had 1 Vostro 200 that would not boot... the fan power's up and stays on high... no beeps, doesn't awake the screen... Now I have a second Vostro 200... that one is power cycling prior to hitting POST. I removed the memory and still no change. Anyone seen this before....
