Final update: I received the disks within several days of doing the transfer of ownership.  I tested booting from the Windows 7 reinstallation DVD and it worked perfectly.  (Relief!)  Also included were disks for Roxio Creator Premier Blu-ray 10.2, the drivers and utilities disk and the applications disk.  No mention from Dell at any time that there as a charge, so I can confirm the disks were free for the asking.  So, while I am NOT pleased that I could not make my own set of recovery media, I was pleased that it took little effort to get what I needed from Dell support.
