Dell desktops normally do not come with a microphone. You will need to buy a "computer" mic. The webcam is up to you, just depends on what your application is.
If you just want it for voice chat, a combination headset/mic is the best option. This helps (doesn't eliminate) to minimize feedback problems with a mic and the PC speakers.
