Dell hasn't tested this model for compatibility with Win 10, and isn't offering any drivers for Win 10. That doesn't mean the 780 can't run Win 10, but you may have to dig for drivers. Did you install Win 10 chipset drivers for your hardware?

Did you install Win 10-compatible driver for the NIC, which might be either Intel 825xx Gigabit Platform LAN or Broadcom 57XX Gigabit Integrated Controller, 5721C1 NetXtreme Gigabit Ethernet ?

When does the on-board NIC go off, eg, after waking from sleep or...? This could be caused by various things, including incompatible drivers. You can try this for starters:

First, remove the add-in NIC card. Then double-click the entry for the on-board NIC in Device Manager and click its Power Management tab. Uncheck the box "Allow PC to turn off...". Exit and reboot. See if that helps.

You can also look at the Power options screen in Win 10. Select the active power plan and disable  Hybrid Sleep on the Advanced options settings screen which might stop the on-board NIC from being turned off.

For the PCI-e NIC, did you disable the on-board NIC in BIOS setup before you tried to install the drivers for that PCI-e card? Failure to see the card could also be a function of missing chipset drivers, etc.
