reformatting cd-rw disk problem

I know the cd-rw disk is "ready for read/write access" but it can not be reformatted. I go to "my computer", then "file", then I look for the "format" and it is not listed.

If the cd-rw disk is NEW, and I follow the above instructions, the "format" word pops up and when I press "start", it formats the New disk. But it will not reformat it. It also won't work using ezcd creator.

I have a sony cd-rw crx160E player.
