disk defrag problem

After doing a "Thorough" scan disk, I have tried several times to do a defrag and have been gettting the same message "a program has changed data on the drive. To repair, do a 'thorough' scan disk and run defrag again". I'm in a loop and can not get the defrag to run. Any suggestions??? Thanks.

Try doing a CONTROL-ALT_DELETE and END TASK on everything except EXPLORER & SYSTRAY, the run DEFRAG and when finished reboot your computer to re-establish everything.
When the system keeps writing to the hard disk for one reason or another it seems to prevent a proper DEFRAG
