let me rephrase the question. Is earthlink cable internet the same speed as time warner cable internet ? Earthlink uses the time warner cable inferstructure. In otherwords does time warner some how restrict earthlink pipeline to make roadrunner faster.
There are too many variables involved to be able to answer your question. Cable internet service various from location to location. Unless someone is using both services in the same location, it would be very difficult to determine. You might want to check out the fourms at http://www.dslreports.com where there are forums dedicated to each service and to different locations. Remember, however, that people that post on forums, usually only do so when they are having problems, and the vast majority of users that don't have problems never post a message on the forums.
You'd have to ask Earthlink what their speed caps are in your market. In most (but certainly not all) markets, RoadRunner caps at 2000 Kbps down 384 Kbps up.
If Cable Earthlink is anything like High-Speed AOL, you basically sign up for Earthlink, pay for Earthlink, and then set up the Time Warner connection yourself at full price (which Earthlink then uses to connect to the Internet). Many folks do this because they like the AOL service, or want to keep their AOL account, but it's not strictly nessecary.
It's like having a phone line installed by Verizon, and you can make local calls on it, but you pay extra to MCI to have them make the calls for you because you like their dialtone better. Does that make any sense?
In other words, I assume you'll need the Time Warner service, at full price, either way. If you can use it alone, why not do so?
I switched from RR to Earthlink because of a promo they're running. Earthlink is slightly cheaper and provides more personal web space, a web address, and free dialup connection. Eartlink uses the same Time Warner cable, but they claim a faster port (?)
I ran speed checks at two different sites before and after the switch, because I didn't want to lose any of the incredibly good speed I had been getting. I would say Earthlink is at least as fast.

If you have some other ISP using RoadRunner facilities (e.g. Earthlink) and you have a problem you have to call Earthlink and then after they check it out (if and when they do) and it is determined to be a RoadRunner problem Earthlink needs to call RoadRunner.
I'd rather call RoadRunner direct and have the problem corrected.

At http://webservices.cnet.com/bandwidth/ I just got 2.44 Mbps, and this is typical!

thanks gary that what i wanted to here.
sorry others i ment to state the only difference was the ISP. I realize internet is faster from one house vs another house but I only own one house.
