I believe that is a zip file (click on the file and it should have a .zip extension). If you double-click it, it should bring up the WinZip program. If you don't have WinZip, you can download it from here:
When you have winzip installed (if needed), double-click the CRTDLL.DLL file and when WinZip asks where to 'unzip to', choose 'select different folder'. In the dialogue box that opens, navigate to + C: then + Windows then highlight 'System' (don't click the + sign in front of system). Then unzip. That should put the file in C:\Windows\System.

If you're running Win 98 and the file is CRTDLL.DLL and not CRT DLL.DLL, you can download it (ver. 3.50 zipped) from here:
http://www.dll-files.com/dllindex/dll-files.shtml?crtdll#
You can also use sfc to extract it from your Win CD. Downloading it is probably quicker. It goes in C:\Windows System.
