Boy do I feel like an idiot. I finally realized that I did not have the USB cable connected to my monitor. I haven't used this in so long I forgot all about it!
Here are few things that will help in resolving the issue. Check if the Webcam is detected in the Device Manager:
Steps to navigate to device manager:
Click “start”.
Type “Device Manager” in the search box.
Select “Device Manager “in the list.
Click the Imaging Devices.
If the webcam is detected in Device Manager under Imaging Devices, I would suggest uninstalling and reinstalling the webcam drivers .please follow the below mentioned steps.
1) Open search box, type “Programs and Features” and press enter.
2) In the “Programs and Features” window, right click “Dell Webcam Central”, click “Change/Uninstall”.
3) Follow the on-screen instructions to complete the uninstallation.
Firstly, the webcam was not listed in my Device Manager, so I went ahead and installed the software from the link you provided. I still had the same problem, so I attempted to follow your last three suggestions but there was not a 'USB' section listed, nor was a 'Custom Test'. I ran the Diagnostics anyway (it actually starts up automatically when Diagnostics is clicked on), but nothing referenced a Integrated Webcam.

4) Restart the computer.
5) Downloading the webcam central from this link: http://bit.ly/i8RkJO
6) Click the link and follow the onscreen instructions to download the Webcam Central Software.
7) Check the functionality of the Webcam central software.
If issue persists, the camera needs to be tested using the Dell Diagnostics.
1) Switch on the computer, tap F12 at dell logo to enter “One-time boot menu”.
2) Use the up/down arrow keys to highlight “Diagnostics” and press enter.
3) Run the Integraded_Webcam_1.3M test listed under USB section of the Custom Test.
Please try the above mentioned steps and post the results.
