You do already have a long list of enhancements requests, and if we concentrate on the motivation points actually may have, I would pick from your list

Our current guidelines are very basic. They don't include the kind of community behaviors that have come up in recent discussions. Like expecting the forums to provide answers that they're too lazy to look up for themselves; and not acknowledging help, and not awarding points.
Our guidelines don't go into all of this.
Is it time we set up a forum user group to work on establishing these guidelines?
You're right, those enhancements would help with the visibility of what's going on among users. But we need to find ways to improve community behaviour using the platform as it is, since any change takes time - in another place I'll start providing a planned and prioritised list of changes and estimated timings.
I will work on finding more EMC forum moderators, and having them make themselves visible and available within their forums; this will also take some time!
Meanwhile don't hesitate to contact me directly if you have detected (or even just think that you've detected) any behaviours that might be harmful to the community as a whole, like:
- deliberate generation of points - this was quickly and nicely dealt with by everyone - unreasonably high numbers of questions from an individual without a balancing level of answers from them, possibly pointing to someone using the forum/forum community to do what should be their own work - abusive or unpleasant behaviour of any kind
