XPS what? posted to XPS(ok) , or is this a dimension 3200 (what is 3200?) never heard if nor is it in the wiki.
I guess you meant 3100 or is this PC outside USA where Ive never seen all models, of DELL.
Because we do not have a Dimension Forum board, all of these will go into the Inspiron Desktops Forum board because they are both entry level.
Dimension 3100/E310

please tell what Processor you have, and if w10 is 32 ot 64bit goal>? which one, rules in each very different.
in the run box type, windows information and see the processor actual there.
some PCs have lame Pentiums or Celerons there, so lookfirst is best using the above or HWinfo32.exe free.
3000 series is 2004 began. and is very old and some had old Pentium 4.
or Intel Celeron® D processors
Intel 915GV based chip set and a huge limit that.
I believe intel does not support these now, w10 nor would dell lacking intel support. now.
buy 3020 OptiPlex for $50 (if in usa , enjoy the glut of vast used and very good PCs)
2004 is just too old to mess with or for sure dump cash or CACHE on, (joking last word)
but that is just IMO, ok? Money talks, so use it to gain newer PCs, never rebuild relics. ok?
next time use the wiki, if you want say dell then and want a PC in the wiki type dell and the series name
then READ.
the short answer is NO, from intel, to MS to Dell no w10 support, but NO PC actually stated at all.
google this (Intel (your processor#) w10 support) zip (same as Microsoft same search fails)
3200 is no a PC. 3000 is series yes. see this, all I did was type 3000 series. see 3100? there? sure.

There is no such model.
Your system is from 2003 or earlier and therefore DOES NOT SUPPORT Windows 8 or 8.1 or 10. Your CPU does not support PAE, NX, SSE2
, CMP XCHG 128, LAHF or SAHF etc.
There are no socket 478 upgrades to resolve this.
Your maximum Ram is 2 Gigs.
These models WILL NOT SUPPORT windows 8 or 8.1 or 10 EVER.
DE051 Dimension 1100
DV051 Dimension 3100
DC051 Dimension 3100c
Oldest Dell that supports all the old stuff and Win8 or 10 is Optiplex GX620 from 2006.
When you add 4 gigs of ram and use Pentium D 915 or better it works with everything in windows 7 or 8 or 10
Windows upgrade error code 0x0000005D
windows logo for a few mins then error code.
Your PC needs to restart
Please hold down the power button
Error Code 0x0000005D
Parameters
0x030F0401
0x756E6547
0x49656E69
0x6C65746E
What is PAE, NX, and SSE2 and why does my PC need to support them to run Windows 8 or 10 ?
Physical Address Extension (PAE), NX processor bit (NX), and Ztreaming SIMD Extensions 2 (SSE2) refer to features of the processor. PAE enables 32-bit processors to access more than 4 GB of physical memory on capable versions of Windows and is a prerequisite for NX. NX allows the processor to help guard the PC from attacks by malicious software.

My dimension 3100 1s a 2006. It has an Intel Pentium 4 processor 3.06 GHz, 3.06 GHz. My goal was to bring it to windows 10. Right now it is windows 7, 64 bit. when I try to install win. 10 it says that the processor is not compatible. can I install win. 10 if it is a 32 bit OS. Right now there is 4 GB ram installed.

64 bit windows 8 or 10 requires PENTIUM D 915 or newer processor.
For less than the cost of windows 10 you can get a 900 percent faster system. And this system can support windows 10.

https://www.newegg.com/microsoft-windows-10-pro-32-bit/p/N82E16832588521
Otherwise you must use 32 bit windows 8 or 10 and if the CPU does not support NX you are still at the Not working stage.
Motherboard:
CPU Type Intel Pentium 4 521, 2800 MHz
This cpu does NOT support LAHF and SAHF or CMPXCHG16B so 64 bit 8 or 10 is not possible.
https://support.microsoft.com/en-us/help/12660/windows-8-system-requirements
To install 64-bit WIN8 or 10 on a PC, your processor MUST support CMPXCHG16b, PrefetchW, and LAHF/SAHF
Motherboard Name Dell Dell DV051
Motherboard Chipset Intel Grantsdale-G i915GV
System Memory 2048 MB (DDR2-400 DDR2 SDRAM)
BIOS Type Phoenix (10/08/05)
Display:
Video Adapter Intel(R) 82915G/GV/910GL Express Chipset Family
3D Accelerator Intel GMA 900
There are no windows 8 or 10 drivers for this onboard video.
Storage:
IDE Controller Intel(R) 82801FB Ultra ATA Storage Controllers - 2652
IDE Controller Intel(R) 82801FB/FBM Ultra ATA Storage Controllers - 266F
