How to enable xmp on optiplex 7060 tower
I installed new ddr4 ram and theyre running at 2133mhz , i need to turn on xmp but i dont know how to

Optiplex models don't down clock or overclock etc. So that statement "Dell bios may have downclocked it to 2133 automatically." is invalid. There is no clock setting in the bios of any Optiplex Model and other than the K series INTEL locks the clock in the cpu regardless of bios.
The CPU Type and FSB determines what the CAS Ram Speed is.
2133 can actually run faster than 3200 because the faster the Mhz the more CAS wait states they add.
For Example
The XPS 8940 is shipped with 3200MHz memory. However,
with Intel Core i3/i5 processors, it is limited to 2666MHz.
With Intel Core i7/i9 processors, it is limited to 2933MHz.
Installing faster ram DOES Not make your system faster.
2133 vs 3200 is different but only by a few percent on a few systems.
Its never more than about 9 percent faster. Its not 4X faster.
Adding matched ram for dual channel up to 16 gigs helps but more than 16 is not hugely faster.
Don't waste money chasing RAM speed for performance on AMD or Intel
Ram Wait states make more of a difference than Mhz for speed.

XMP isn't an option on ANY Optiplex model.

It does not look like 7060 bios has memory XMP option.
Your new ram settings may not be compatible with Dell so Dell bios may have downclocked it to 2133 automatically.
If you can, get crucial ram guaranteed to work for 7060.
