Issue with NEW Inspiron 3847 computer
Have a brand new out of box 3847 computer. Yes it is brand new 2015. I am the first to open the box. My mom bought it and never used it and I needed a new one. Have maybe like 1 hr on it. Was installing a few programs and got up to get the external drive I was saving things off of my old system to transfer to it. Screen was off and thought i never set it to not turn off monitor or sleep on hard drive. No complete power up after hitting power button. Will spin fans for a second or two and than stop. Than it goes into starting for a second or so shutting down and trying to restart again on its own. It did start once all the way to the desktop and I thought it was OK. I had disconnected everything and tried the power test button on back. Every step i test on replugging items back in resulted in green light on back. When it does try to start by spinning the fans. I have a solid yellow light on the power button. I read where the power supplies have issues after awhile but just got a new EVGA 700BR power supply (100-BR-0700-k1) It does same exact thing with the power on the fans and no starting. Pulled the ram and make sure contacts were clean. Tried each stick in the number 1 slot and same thing happens. Pulled CPU out and reseated it and cleaned the heavy amount of oozed out conductor paste they had on it and applied new. Still same thing happens on cycling. If I jumper pin 4 and 5 on the power plug the fans come on constant but no startup of hard drive or system. Now just a solid yellow light on power button until I disconnect jumper. Pulled cmos battery and drain system power as I had seen to reset everything on holding power button with battery removed and cord unplugged. Reinstalled battery and still same thing. Trying to figure what to do next. The brief time i was able to use it I liked the speed of it. Now just bummed because I got a taste of what to expect with it. Thanks for any help in this. Reset cmos again but with a fresh new CR2032 batt.

Will try another new battery. Sorry I left out I put a new one in it and checked voltage on a battery tester and was good before I put it in..

Just tested another new cmos battery and same thing. Load tested battery checker and showed new. Installed and same thing. Power on button fans spin for second or two than shut off and repeat this over and over again.

Many times, users found their own mistakes. It doesn't hurt to go through and double check, triple check your works to ensure proper seating RAM, CPU, cables connections, etc. Because you've touched many things during troubleshooting process and maintenances. There is larger ground for you to cover. Also, visual check system board for any type of physical damage.
Similar issue with amber light and no boot that had been resolved. Try to see if it could help.
Last but not least, check your machine model and considering if you want to perform BIOS recovery.

Rechecked all plugs and seated everything. Still no go. Being it wasn't the power supply. I found another motherboard to put in it. Waiting for it to come. Seeing how some people have had those fail and replaced and worked again. I figured power supply was it because you push power on and 2 seconds of fans running than goes off and starts it over again constantly. Never boots to bios or anything. Pulled battery and discharged system. Going to leave it this way till motherboard arrives and give it one more try. Don't get it. Have used a lot of dell systems before and some have even sat longer and still worked. But this one being new box never opened and there is an issue has me stumped.

@TODDC72 When you removed the motherboard battery, was PC unplugged, and did you press/hold the PC's power button for ~30 sec before reinstalling the battery? That will reset BIOS to defaults and should clear any errors.
Sure you reseated the CPU correctly/fully, with no bent pins?
What type video port are you using on PC and what type on monitor?
Does this PC have an add-in video card or only have onboard Intel HD Graphics? If it has an add-in video card, make sure the monitor is connected to the add-in card, not to Intel HD Graphics.
Intel HD Graphics ports are in the area marked "Back Panel" in this image. An add-in video card will be in the area marked "Expansion card slots". (This image shows add-in video card in 2nd slot down.)
If you have an add-in video card, and the monitor has been connected there, physically remove the add-in card and try using the Intel HD Graphics HDMI port. (Onboard Intel ports will typically be disabled when an add-in video card is installed.)
