Which one will work in your PC depends on whether you have the stock 290W PSU or the optional upgraded 365W PSU. And there may be other cards that will work. So you might want to search this forum to see what add-in video cards others have installed in this PC model.
Be sure to check the PSU requirements for the card you choose and make sure it has the video output port(s) you need for your monitor(s) too.

NOTE: Before you install the new card, reboot and tap F2 when you see the Dell splash screen to open BIOS setup. Make sure Secure Boot Enable is notenabled. Don't change anything else in BIOS setup, but save the change, if any before exiting setup.
I have given up on the project.I can't figure out which graphics card will meet the minimum requirements plus the additional cost of upgrading a desktop which was just purchased in January, software, joystick etc. Thanks again for your time.
The GTX 1050 and GTX 1050 Ti both have a PSU recommendation of 300W and don't need a direct connection to the PSU. Your PSU is 290W so it's close. Check the PSU specs on any specific card, if you decide to install a video card.
Whether either of those cards is adequate for Flight Simulator 2020, I don't know, so you'd have to do some homework on that.

Thank you for your comments. My PC has the APFC chassis with stock 290W PSU so I should be able to upgrade the video card thanks to your advice.
