To better quantify what is “slow” in your pc, try download and run user benchmark test which will compare your pc with other users and give you a percentile. It is quick to download and run.
And things like Adobe Reader, etc, etc. all run updaters in the background that phone home regularly looking for updates. Look on the Startup tab in Task Manager to see what's loading at boot...

NVIDIA GT1030. Dell part 8CCF1 would help.
Or buy a retail card and turn secure boot off in bios.
Problem right now is all cards are over priced due to coin mining demand for GPUS.
The 5450 2gig card is not crazy over priced. Not as good as the GT1030 but better than INTEL Graphics.

No junk. We haven’t done much on computer. She plays roblox and Minecraft. I print some documents here and there.
