battery failure
Inspiron 17R: says that the battery has experienced a permanent failure.
The AC adaptor is detected, and I have updated BIOS to 12 and it still says that the battery is not charging. Also in BIOS, it says the SATA ODD is not detected. I couldn't find any info on your site about how to trouble-shoot the optical disc drive, so I am wondering if one problem could be causing the other? Or if I just simply need to purchase a replacement battery?

That is a 9 yr old model that is not worth a battery replacement even if a genuine Dell battery were available. It is no longer sold by Dell and batteries bought from the secondary market are not to be trusted. Remember Amazon and other online sellers are now mostly private sellers. Try removing the battery and use the adapter alone. If that works, use it that way until you can replace the computer.
The optical drive would not be related to battery failure. Run the Dell Diagnostics to test all the hardware.
