If the camera still doesn't work, try plugging it into a different USB port and giving it another shot. Restart your computer in Safe Mode. If you open your webcam in Safe Mode and it still displays a black screen, try updating its drivers. If the webcam works in Safe Mode, a startup program is a likely culprit.
Have you given camera access on your PC? This occurs when camera access is not given to the camera app. You will have to give camera permission first and that should fix the issue. Follow this guide to fix camera not working. This guide is for Windows 11, but the steps will be somewhat similar for Windows 10.
You may by default have Skype installed. If not, install it.
Launch Skype. Your exact path/steps may differ somewhat as I am on Win10, perhaps with a different Skype version from you, and I am using the installed application rather than the MS Store "app". Here's what to try:
Skype | Settings | Audio & Video | Webcam settings. Look at the "Saturation" slider: is it set fairly low? If so, slide it higher. On my system it is at 64%. Look at the "White Balance" slider. On my system it is set to 4600 and the "Auto" checkbox is checked.
Also, provide more information. For example: what operating system?; did the camera used to work and, if yes, what happened before it stopped working (Windows Update? new drivers? etc.); what application were you using with the camera?; etc.
in case of dell laptop > download and run dell command update application > to install any pending drivers.
open the camera app on the windows 11. > click the gear icon on the top left corner
in the default setting section - from the dropdown choose > use system settings
now in settings app in win 11 . Bluetooth and devices > camera > change the saturation level to zero and save and exit . launch chrome browser and navigate to any camera testing website and allow permission to access camera.
so the chrome captures privilege and force starts camera. this solution worked for m
