CPU Clock speed stuck at 0.39 Ghz

Question

My clock speed stuck at 0.39 Ghz and I have tried everything , like updating the windows , reinstalling window and updating other stuff still I'm suffering with this problem .

if anyone have the solution then , plz let me know .

I have a similar issue XPS 8950.  Seemed to start with a Bios upgrade to 1.9.  Upgrade to 1.10 didn't help. Processor is an Intel i9-12900

Yeah, I have the same issue on my laptop XPS 9720. Also, I figured out some steps to reproduce the problem. Unplug the power adapter and uncharge the battery level to less than 20% Plug in the power adapter, and the CPU frequency decreases to 0.39 GHz when the charging process starts. The CPU frequency restores to normal when the battery level is more than 20%

I was also facing this issue and i resolved it just download windows 10 with this link https://go.microsoft.com/fwlink/?LinkId=691209 and just do not install other updates from windows
