CPU utilization more then GPU utilization

While gaming i have observed that CPU utilization is very much increased suddenly and stays at 90% plus (normally it would be 40 to 60%) and GPU utilization drops to 20% or even 10( normally it will be 60 to 90%)
And this causes fps to drop. I don't know what to do. Is this my hardware problem?? 

when this happens i switch off the charge and turn it back on, by doing this, GPU is pumped up and CPU comes down to 30%.And again after like 10 minutes this happens again.
