CPU utilization more then GPU utilization

Question

While gaming i have observed that CPU utilization is very much increased suddenly and stays at 90% plus (normally it would be 40 to 60%) and GPU utilization drops to 20% or even 10( normally it will be 60 to 90%)And this causes fps to drop. I don't know what to do. Is this my hardware problem?? when this happens i switch off the charge and turn it back on, by doing this, GPU is pumped up and CPU comes down to 30%.And again after like 10 minutes this happens again.This is my spec.DELL g15 551111 Gen Intel® Core™ i5-11260H (12 MB cache, 6 cores, 12 threads, up to 4.40 GHz Turbo)NVIDIA® GeForce RTX™ 3050, 4 GB GDDR616 GB RAM

Than only other thing I can consider 1 BAD or Corrupted OS 2.Bad GPU ( soldered on Motherboard) 3.Temperatures   Start with checking temperatures while running stress test on both GPU and CPU
