delay in delivery, wrong invoice

Question

I have ordered @order @inspiron a dell since November, with a sum included German tax 16%, by regarding the delay in delivery which is until today the laptop not received any more, and the most strange they got the sum with the new tax which is 19% of 2021 , the dell support team do not respond to my request which has been sent for 4 days.
