Dell Inspiron 15 screen on startup

Dell Inspiron 15 on startup gives this screen. Nothing else works. Is it a screen issue or any hardware issue? Any suggestion would be highly appreciated.

Thanks for your reply. I did it.. I could see the top of the screen turning green, red, black and so but still get the same screen.. the vertical lines are still there... Do you think it's time to get the screen replaced?

Well  you can try to Turn off the computer. Disconnect any devices that are connected to the computer, and connect the AC Adapter (charger). Ensure that the LCD screen is clean and  Press and hold the D key and turn on the computer to enter the LCD built-in self-test (BIST) mode.

Running a hardware diagnostic test helps you identify potential hardware failure. Dell laptops, desktops, all-in-ones, and Windows-based tablets have an integrated diagnostic test. It is called the SupportAssist Pre Boot System Assessment or Enhanced Pre-Boot System Assessment (ePSA).

NOTE: If the diagnostic test fails, make a note of the error code and validation code that the diagnostic test provides. This helps Dell Technical Support to identify which hardware component is causing the issue and provide repair options.

If the fault shows on the test screens, yes - the display or display assembly needs to be replaced.

Thanks for the response. The problem is that I can't even get passed this screen as attached. Maybe things happen in the background but I can't see anything on the screen but just this blank screen.
