Dell is stuck on loading screen

So I recently did a factory reset on my laptop as there was certain complications that made me had to come to do it. However, whenever I tried to boot up my laptop, it gets stuck on the loading screen, occasionally turning off after a minute or two before turning back on just to continuing to load. I tried everything; checking my BIOS setup, running diagnostic tests- everything said it came up fine, but it just continues to be stuck on that flashing loading screen. I would appreciate any kind of help.
