Dell Laptop pixels are getting stuck on whole screen

As you can see the horizontal lines. They are stuck

First of all what is the exact model number of your system? 

Start with a screen diagnostic -- hold the D key through powerup.  Do the same faults show on the test screen?

Yes. Its looks same. Here is another picture during booting. Seems like frozen pixel but they are gone. But the lines are still there. I've just used in only for 30 mins. 

That will mean you need to replace the display panel.  If the system is under warranty, contact Dell support with the photographs you posted and they'll arrange a display replacement.

If it's out of warranty, try parts-people.com for one source of a screen (they can also replace the panel for a $100 labor charge in addition to the part cost).
