Dell Laptop setup issues

I have a Dell laptop that I reset and trying to setup but when I connect to my network and press "Next" it goes to a screen that says "Checking the connection to Microsoft. This might take a while." Then it fails and goes right back to the screen to connect a network. There is no option to skip this either.

You can also connect an ethernet cable to your laptop if the WiFi network has trouble with internet connection.

There should be an option at the bottom of the screen that says "I don't have internet" or "skip for now", which allows you to skip this step. I know it was there last time I reinstalled Windows 10, and that was with the latest version as well (22H2). You can also try enabling airplane mode (with the hotkey) at the very first setup screen.

I've personally never seen that "checking connection to Microsoft" message, but then again, I always create a local account (not signing in with a Microsoft account). Skipping the "network" screen while leaving the Ethernet cable unplugged or not connecting to a WiFi access point during setup allows me to bypass the sign in with a Microsoft account screen, which did have a skip button in earlier versions, until Microsoft decided to get rid of it. Afterwards, I connect to the internet once I get to the desktop.
