Direct Key Creator will not run.

I'm running Direct Key Creator on an XPS 8930 to repair an Inspiron 3670 that was bricked by a Windows update.

I've installed Direct Key Creator on the XPS 8930 (running Win 11) but when I run it, its asks for permission to modify my system, then halts.  It doesn't give me the option to download files to a USB drive that I can repair the 3670.  

Any suggestions on how to create a repair USB?  Thank you.
