We do not recommend changing the OS as you will be unable to get assistance on a dual boot OS. Dell does not support dual boot or any other OS that is not shipped with the system.
To my knowledge Dell supports disabling Secure Boot on all of its systems. However, some newer systems only support UEFI booting, even if Secure Boot is disabled, so your intended Linux distro will need to support UEFI rather than just Legacy BIOS.
And on a side note, "Inspiron 13 7000" is not a model name, but rather a series that spans several models, sort of like "BMW 3 Series". The actual model would be something like "Inspiron 7357". Again, that wouldn't affect the answer in this particular case, but in the future make sure you identify the exact model you're talking about in order to get the most relevant answers more quickly.
