It's a high speed multipurpose connector. Starting with the 5000 series of recent vintage, they're optional and can be used for, among other things, external GPU boxes. They've trickled down to the mid-range systems from their beginnings at the high end of the market.
The 3000 series are budget systems -- they do not have Thunderbolt ports.

Unless your system has a Thunderbolt port -- unlikely on a budget system like this one -- no, an external GPU is not an option.
