You will need a blank flash drive -- and can create boot media onto it.

Windows will auto-activate on connection to the Internet, since you had Windows 10 activated on the system already.

I did dowloaded window 10 on a usb drive. But when I tried to start the pc  i get the message "an operating system wasn't found. Try disconnecting any drives that don't contain an operating system"

I install a new internal hard drive and I do not have a recovery druve

Assuming you mean you used the Media Creation tool to prepare the flash drive (simply copying the MCT to a flash drive does not prepare the bootable media you need), connect it to a USB 2.0 port and then powerup.  Press F12 a few times until a boot menu appears. If the system sees the drive as bootable, it will show up in the boot list.  Select it and away you go with the installation.

Your 5537 has a DVD drive.

If you have another PC with a DVD drive, download the Windows 10 ISO and burn it to a DVD.

Boot from the DVD.

Some people find this easier.
