Fn+Esc buttons does not work and how to make them function?

Hello guys, my system is Inspiron 15 5567. My problem is that FN+ESC combination does not work, and it is annoying to press FN everytime you want to change the volume etc. My question is that how can i make my FN+ESC combination work and switch functions instantly?

Double-click the start utility in the energy management in the Programfiles of the C drive to try, and the program is started.
