You can easily create a Windows boot flash drive:

If you require further assistance:
What exact Inspiron is this (N5110, 7779,etc.)?
What Windows OS is on the drive?
One way or another, you'll need to boot from something other than the hard drive to repair the system. Unless this is a very ancient system, it must have the ability to boot a USB drive (that ability has been present for at least the last 20 years).

You can either repair the current boot loader manually (Grub) using boot media for your Linux distribution, or install the Windows 10 boot manager and do the same. You will need either a bootable Linux disc (optical disc or flash drive) or a bootable Windows 10 flash drive.
Somehow the OSes were installed on the system -- if the optical drive was used and is no longer working, you'll either need to replace it, or use a flash drive.

Presumably that was from an already running OS of some sort -- if the system won't boot to any OS, you're going to need something to boot from first -- flash drive, optical disc, etc.
The only other option would be to set up a PXE server and boot from it. That will require a second computer system.

It’s a Dell Inspiron N5050 and it has Windows 10, 8.1, and 7 installed on it.

I don't’ have any portable drives, and if you’re wondering how I got those OS’ on my system, i used mounted ISOs that actually works, and used unetbootin which has a feature that allows you to make a live Linux without a USB
