There are two parts to a hard drive password.  The first is the part stored on the mainboard -- you will need to contact Dell to have that removed.

This will not unlock the drive itself, though -- if you don't need the data on the drive, the least expensive path forward is to replace the drive.

If you DO need the data on the drive, you will need a data recovery service.  They can recover the drive, but it will not be inexpensive.

Do not attach another drive until the CMOS password is cleared by Dell, or you will find the new drive inherits the password lock from the system.

Good day, what is your location maybe we can assist you ?

You will need specific vendor tools to remove passwords from drives and mostly only supported by recovering companies
