My godsister recently gifted me her old inspiron 13 but she forgot the password. how do i restart it completely to where i just have to set it up?

If the password to access the laptop then you have to call Dell tech support and after confirming you are the registered owner, they can assist you. Since the system was given to you, it may be necessary for your Godsister to help out. If the Windows password, have you tried a clean install?
