In-warranty: call Dell support.
Out of warranty: start by checking to make sure the cable that runs between the display and system board is properly connected.
Service manual is here:

f your touchscreen has stopped working, there are a few steps you can try to troubleshoot the issue:
Restart your computer: A simple restart of your computer can sometimes resolve touch screen issues.
Check for updates: Go to Windows Update and check for any available updates for your computer. Installing the latest updates can sometimes resolve touch screen issues.
Disable and re-enable the touch screen: Go to Device Manager, find the HID-compliant touch screen device, right-click on it, select "Disable," and then right-click on it again and select "Enable."
Uninstall and reinstall the touch screen driver: Go to Device Manager, find the HID-compliant touch screen device, right-click on it, select "Uninstall," and then restart the computer. Windows should automatically reinstall the driver after restarting.
Perform a system restore: If the touch screen issue started after installing a new software or updating Windows, you can perform a system restore to undo these changes.
If these steps do not resolve the issue, it may be a hardware issue and you may need to take your computer to a repair shop for further assistance.
Or else you can visit nsslaptopservicecenter.com if you want to repair it after warranty, then will repair it without hurting your pocket.

@sonuprsd.nss
There's no HID compliant touch screen in devmgmt and the BIOS shows touch screen option so probably is OS fail. I tried updating my win10 but still with the problem so maybe the reinstall of my OS will do!
