How to reduce CPU & GPU utilization when decoding video from a stream

This is a very broad topic with several areas and questions. Any help or education is appreciated...

I have a late 2020 Dell Inspiron 5505 with an AMD Ryzen 4500U.
The 4500U has Radeon RX Vega 6 graphics which supports VCN (Video Core Next) 2.0 that I understand to support hardware decoding for most all codecs, including H.264 (AVC1), H.265, VP9...pretty much everything except the new/upcoming AV1.

When I stream and decode video at 720p @ 60fps, the CPU & GPU utilization is high enough to cause the fan to have to run constantly.

  • YouTube using VP9 codec: CPU between 15-25% ; GPU between 35-45%
  • YouTubeTV using H.264 (AVC1) codec: CPU between 35-45% ; GPU between 50-55%

One thing I do not understand is why, if there is optimized hardware decoding (as opposed to using the general purpose CPU instructions and software decoding) does this appear to be so much more inefficient than viewing the same stream on my iPhone or Roku, neither of which heat up so much to even require a fan.

Yes, reducing the video quality to 480p or lower helps some, not much, but that is not desirable.

The laptop is also connected to external monitors via the Dell D6000 USB-C dock. This does add a slight overhead due to the DisplayLink drivers, but again, not using the dock and external monitors is not desirable.

Device Manager does not report any problems and I believe all drivers are current.

Dell related questions...

1. The Dell Power Manager (v 3.7.0) does not have the Thermal Management options available. I read other posts that indicated (for Intel systems) that the Intel Dynamic Platform and Thermal Framework driver was required for this. Is there an equivalent for AMD systems, or is this not supported?

2. The Windows Power Management advanced options for controlling things such as Maximum CPU Power are not available. I read other posts that discussed attempting to reset the default power profiles, but I didn't want to go down this route without guidance or at least a reasoned chance of this being able to provide a solution.

I was hoping that maybe there was a way to control the fan speed, CPU power, or something.

OS & Browser related questions...

I'm running Windows 10 Home 20H2. I've tried both (Chromium based) Edge and FireFox browsers with similar results.

Are there any settings in Windows or the browsers that could help?
