Hello! Generally there is an icon on the right hand side of the dock, possibly grouped with other icons that has the bluetooth symbol on it. You would click on that with a wired mouse and make the selection to turn it on. You can also access the system settings menu, look for bluetooth and turn it on that way.

There is no bluetooth icon on the right side of the task bar. I looked at the systems settings menu. No bluetooth icon there ether.
I did find in the online specs for this laptop and I found:
C Communications
Ethernet 10/100 Mbps Ethernet controller integrated on system board
Ok, in search bar on bottom left, type "DEVICE MANAGER" and look through it, there will be a yellow "!" on something that needs the drivers reinstalled, THAT is what fixed it for me... FINALLY

I finely got the bluetooth turned on and working on my Inspiron 15 3541 laptop. Problem solved.

Exactly! lol I need to turn mine on and tried all the same things listed above with no luck...
