Inspiron 7590 DPC Latency issues

I've been having problems for a while now, and I have been unable to figure it out. when I watched movies occasionally I would get a stutter in the video. for a while I didn't think too much about it because I figured it was maybe a disc issue or something.

but then I started noticing that it happens while watching youtube videos or listening to downloaded mp3s (or AACs)

Then it started annoying me. So I started googling, and similar posts pointed me towards the possibility that it's a Latency Issue. I downloaded LatencyMon and received plenty of errors. I even closed every application and ran it and received the same results.

for the one about power and cpu throttling... I found other forums with that problem and people recommended turning things off in the power options, but those options were unavailable to me on Windows 10. One site even went so far as to say that if you turn of the cpu throttling the way this recommends, you could damage the laptop because of heat. But I have a heat monitor (because I own an Inspiron) and I never even reach the 90s when this happens. It can't be that.

Wi-Fi is a known cause of audio problems.  Why it affects one and not the other?

As far as Latency, I've been doing field testing for Dell on new laptops and they all have DPC latency issues. Some of it is the extra software that Dell ships with PC's.  Support Assist is one that I've seen cause problems.

Disable Wi-Fi and run latency mon again.  See if there is a change.  Also Support Assist.  Smartbyte is another. Finally NVIDIA Video has caused latency and dropouts on every PC I've tested.  My recording studio system has an AMD Radeon video card for this reason as it doesn't cause problems.

It will take some time to tame the system, sadly if ever.

Forgot to add, Look at Processes and Stats screens in Latency Mon as they give more detail on what is happening.

Have you managed to resolve this issue as I have an 8 month old Inspiron 7590 and Dell want me to use their paid service to fix this fault which I think is unacceptable?
