Inspiron 7591 consistent stuttering

Question

Hello

I have a dell inspiron 7591 which is consistently stuttering at all times using all applications. The laptop will freeze for 2 seconds every 10 seconds or so.

Below I have attached photos of my CPU as it spikes.

Any help?

So will there be a resolution? I've dealt with this same problem and can't even properly use the laptop or even do something as simple as playing MP3's because of the stutter.

If your touchpad isn't working, it may be a result of a missing or out-of-date driver. Updating or reinstalling your touchpad drivers in Device Manager may help solve the problem. To open Device Manager, enter device manager in Search on the taskbar, then select Device Manager.

Dell 7591, same CPU as the OP.  Mine is doing the same thing. Stutters for 2 secs for about 10 secs. Is there a solution for this? It's starting to make using the computer a pain.
