PTT was released by Intel in 2014 and your CPU was released in Q3 of 2013. It is possible that your CPU does not have PTT capabilities and judging by this spec sheet at the Intel site I see no reference to PTT.

There is no mention of PTT on your CPU

https://www.intel.com/content/www/us/en/products/sku/75105/intel-core-i34005u-processor-3m-cache-1-70-ghz/specifications.html

and even if PTT support exists, the CPU is four generations too old to have Windows 11 support.

If your goal is Windows 11, it's time to start shopping for a new system.

We tried reaching you on a private message asking for the Service Tag number to ascertain the warranty but did not receive a response. Please feel free to reply to the private message whenever you are available.

I want a bitlocker and some security features. I really hate Windows 11 lol.

Why Intel i5-2400 3.10 GHz is older but it have TPM ?

TPM was initially a feature largely of business systems.  It's very possible that an older business system (or XPS) had a TPM, while a newer entry-level consumer grade system like the Inspiron 3558 does not.
