Is there any way to manually control fan?
Greetings.
I have a Dell Inspiron 13 7000 (7391 2-in-1) and this laptop has some serious heating issues.
I tried some software like Notebook fan contoller, HWMonitor, HWiNFO, SpeedFan and some other tools but none helped.
If anyone here uses any tools to control their laptop fan or have any idea on it, please help.

Please make sure latest Dell Chipset drivers ( Intel Dynamic Platform and Thermal Framework) are installed onto the system. The Intel Dynamic Platform and Thermal Framework (IDPTF) is a power and thermal management solution. It is used to resolve fan noise, overheating, and performance- related issues of the system.
Drivers & Downloads
You could download / install latest Dell Power Manager Service from your Drivers & Downloads page and then use the application to see if it will help with the heating problems.

Dell does not recommend placing a Laptop directly on your lap. Due to reductions in thickness of computers and increases in performance, heat transfer can become an issue. Avoid using the laptop on irregular surfaces such as blankets, carpets, pillows or any other type of cloth will cover up the fan or air vents and disrupt airflow. This will cause the system to overheat and can cause permanent damage. Air vents usually are located at the bottom or sides of the computer. I do recommend using a can of compress air to clean any dust buildup in the air vents.
Also, don't put you laptop in a protective clover or in a bag while it is still on or in sleep mode. This also will block the air vents of the computer and cause the computer to overheat.

One suggestion: You could consider purchasing a cooling pad to help with the heating problems.

You should also run Dell Preboot Diagnostic to check the Hardware within the computer by following steps below:
1. Power off system
2. Power on system, quickly start tapping F12 key continuously until you see Performing One Time Boot Menu in top right corner of screen. In Dell Preboot menu, select Diagnostic. Report back any error code. After all tests, check the Event Log.

I am running in ULTRA PERFORMANCE mode from power manager and I don't think it's helping.
I have installed Intel Dynamic Platform and Thermal Framework Driver as your recommendation and will update soon.

Nope, not at.
I had contacted the support and all they were saying is to update the drivers...
.
It's quite painful to use this laptop on the LAP..

Just making sure the Thermal and Power Configuration Package ( firmware) is downloaded onto computer.

Thank you for your suggestion, for I am not quite looking for a 'hardware' solution like a cooling pad, I was asking for some sort of software to manually control fan speed.
Also I don't get the idea of making laptop thin and portable if I have to stick to a cooling pad, just for normal use.

The title of the .exe file, called "for DUP test" which should mean "for dell update package test", does not explain nothing but making me think it's not actually a thermal/power functionality add-on for our PCs. I'm far from any conspiracy theory but I'm really not sure what this is actually supposed to do.
System thermals may be affected also by something else if the difference is small, but since Dell themselves offer some solutions for thermal settings (Dell power manager etc) they should definitely provide a completely manual mode. If you just want your fans to stay at max RPMs you may try out HWinfo, though it should not be considered as a proper solution.

Unfortunate I don't know any other Dell software that would control the fan. You already tried third party apps that I would have suggest to you. Thanks for all the updates and good luck on your search for a software that will control the fan.

The techs ask if the computer is resting on 'cloth or clothing' and over and over I answer, well, I'm not putting this thing in my lap on my bare legs!!!

So, here are your options. Not all are easy.
1. You can go into BIOS and disable Turbo Boost. This is not an ideal solution, but if nothing else will work, it will help keep your CPU at it's base clock freq instead of throttling way down.
2. This one's a bit involved, and you'll want to watch a Youtube video before you do it. Re-apply thermal paste on your CPU. When your CPU operates at such high temperatures (80-100C), the thermal paste can dry out in as little as 6 months. You need a high-durability thermal compound like Arctic MX-4 or MX-5, and that will probably solve your overheating problems.
3. Undervolt your CPU using Throttlestop. This is pretty clever way of getting the same performance out of your CPU using slightly less power. All Intel CPUs are overvolted by default, and you can decrease the heat output of your CPU by undervolting, making sure your CPU is only using just the right amount of voltage to get the job done. Again, there are YouTube videos to guide you through the process.
4. HWInfo - I never tried this but apparently there's a way to use this app to manually set fan curves. Video here https://www.youtube.com/watch?v=A0ACb8qUqb0
5. DellFanCMD - If you feel like opening a can of worms, this one is a dos-based command line that you can use to take the fan control from the system and make it more manually controllable. I did use DellFanCMD with an older inspiron 2n1 and it worked pretty well, I could set the fan to come on earlier and it wouldn't get so hot. But really what worked for me the most was replacing the thermal compound with good stuff with high durability. Again, the forums supporting it seem to have been deleted.
I would start with #2 and proceed through #5 until you get the results you need. If your laptop is still under warranty, i'd open a ticket and make them fix it. Sorry, not laptop. Portable Laptop-like desktop computer.
