I use dell Inspiron laptop more than 5 years. then I face rubber hinge problem it is broken day by day

No one can be definitive without knowing what model, but chances are the display assembly need to be replaced. I you need a more precise answer, provide the model number (Inspiron 3501, 5593, etc.).

@ejn63 I face only rubber related issues so I ask you to can I change the rubber is it possible or not because I ask in local shop he say that you should change your pannel..

It's rare that you can change just the rubber seal, so the shop is correct. Once again, anything more definitive requires that you supply the model number.
